A Study of the Social Effectiveness of Urban Digital Services in the Value-Based Urban Management Context

Abstract


The article presents a method for assessing the social effectiveness of urban digital services, developed within the framework of the concept of value-based management of the territory. The method includes an assessment of both the completeness and accuracy of the data provided by urban digital services, as well as their compliance with the expectations of the target groups of the public. The method allows to conclude about the ability of government digital solutions in the format of urban digital services to meet the needs of potential users from among the population as the main users of services and beneficiaries. The complex nature of the method entails obtaining results that, on the one hand, can be considered in a detailed format to determine the strengths and weaknesses of the studied urban digital services, and on the other hand, can be provided in the form of an integrated assessment, allowing to form a general idea of the object of research and its usefulness for improving the quality of life of citizens and increasing the degree of their loyalty to the government. A step-by-step description of the method is given, which includes four stages: data preparation, assessment according to general criteria, assessment according to specific criteria, calculation of the integral assessment. The approbation of the method is presented on the example of a real urban digital service "Kindergartens", implemented in St. Petersburg. The limitations of the method and recommendations for its implementation in urban management processes are considered using the example of St. Petersburg.
